Rheem hot water electric cylinder - not heating water hot enough

Looking for an electric water heating specialist with experience with Rheem units.

Over the past week, or so, we've noticed that the hot water has been under-heated. No prior problems with water heater.

Rheem electric 180 litre, installed 2005. Model ---

Thermostat set to maximum 70°C.

Online power system app shows cylinder is heating (timer-controlled heating), so the element is working.

The problem doesn't seem to be from high hot water use - the water is only about 45°C at the tap immediately after timer-controlled heating cycle.

I've read about sediment build-up as potential issue. The cylinder hasn't been flushed/drained for at least 13 years.
