Fixing/replacing electrical stuff in rental house in Otara

Tradesperson who installed new Heat pump and Rangehood in my rental property suggested to fix the following:
1. Change existing cable from stove to switchboard, replace faulty stove switch, install 32amps circuit breaker to meet the requirement for Stove.
2. Looks like there is no earth peg present in the building , so install 1 earth peg and cabling to switchboard (if it is true).
3. Replace main entry box and 1 rusty shackle.
4. Switchboard cover needs to be fix as it is touching/stopping new circuit breaker.
