Extractor fan for small bathroom to meet Healthy Homes Standard

We have a small L-shaped bathroom (approx 6-8m2) that needs an extractor fan installed so that the room meets the Healthy Homes Standard. The intake vent will likely need to be installed at the end of the 'L', on the toilet side of the bathroom near the old roof cavity access (see photos), as there is a newer small attic directly above the main part of the bathroom (between door and shower) with no possible access for a fan or vent.
