Hot water cylinder repair

Electric hot water cylinder stopped working - no hot water coming out in the taps. No leak seen and the cylinder and pipe above it feels cold to touch. Cylinder is just under 5 years old; spoke to the plumber who installed it and he believes the problem is electrical. Could be the thermostat or element. Would really like this to be fixed before the long weekend.
