Lights repair

We are sorting a few issues with our vacant rental. We had a broken hall pot light that needed to be replaced. I bought an LED to replace it, but when I went to do it, I found something wasn't adding up on the wiring side (my tester was showing power regardless of switch position). That and the fact I remember there being an issue with the porch light, which I think is on the same circuit had me stop and decide to get a pro in. So there are 2 lights to be fixed. I have the replacement for the inside one, but not the outside one, which I think should also be replaced (there's just the bare light fitting left). Probably not a big deal to sort out.
