Internal garage access door repair or replace

I have an internal access door from the garage directly in the lower hallway of my house. It is a cavity sliding door. It is currently neither insulated adequately of lockable from the inside of the house hallway. Either needs a complete new door that seals heat in house and repels cool air from the garage getting into house (currently occurring creating a very cold lower house hallway) and needs to be lockable from inside hallway for security but easily openable from inside the house when locked in cases of emergency like fire for instance. Need assessment and quote. No real idea of price. Budget under $2500k ideal.
