Door frame shifted due to weather

We have owned the house for approx. 2.5 years, during this time the door frame has always been out-of-square. However during summer the frame shifts so much that the lactch doesn't work (we have come home and found the door wide open) and has now got to the point where the door can't open. We would like a perminate solution, the floor is a concrete slab. - note that the door itself is almost plumb and minimal gap at the bottom corner so there is not chance to pack the bottom hindge to adjust the door. I believe there is a more serious problem - perhaps needs re-framing?
