Concrete fence removal

Hi there, I've a broken concrete fence on a boundary line at top of cliff above my house and keen to understand risks and costs to remove. Bits are falling off and landing by the house. There is no vehicle or digger access. If this is too risky, I'd be keen to have a referral for someone who might be able to tackle it! Many thanks Hazel
