Telephone Connection

Have a Panasonic KX-TGF380AZM phones. Unable to get it to work. I assume it needs setting up by a Technician. Service Provider is unable to help over the phone. I believe it's an Integrated Wiring System. Plugging the cables into the wall, does not work, nor into the modem. Only get an engaged sound.
