Garage door frame cracked and crumbling

We are buying a house and the current owner had the garage door replaced and installed without fixing the cracked and crumbling concrete and now is saying it’s difficult to fix. We want to know if it’s possible to fix and how much it’ll cost to do once we move in. Pictures attached.
