Royal View - Balcony

Currently I have pebble paving/tiling on my balcony (upstairs of our house). I wanted to see options around what can be done as the pebbles are coming off and bottom part of house is having leaks. I was thinking of getting it removed (the pebble layer) and putting a cement coat.
