Construction of Driveway on Steep Hill

I'm seeking early cost estimates for the construction of a driveway on a steep hill site. The driveway is approximately 50m and 3m wide. For most of it's length it will have a gradient of 1:4. Approximately 180m2 of material is to be cut and reused for fill. The surfacing of the driveway is to be a 2 layer chip seal. The ground comprises an upper layer of clay material approx. 200m - 400m deep with greywacke rock below. No retaining walls are proposed. Cuts are to be left exposed. The route of the driveway has already been cleared of large vegetation but some shrubs may be present. The plans attached are subject to council consent and further detailed design.
