Deck area grind and re-seal

Looking for quotes to get this deck area tidied up. Removed the deck on top to find this underneath, which is mostly concrete with a loose top layer across most of the slab but also some form of acrylic next to the steps (see photos.) Water pools against the house where the top layer is missing. Looking to get the top removed/ground off and the slab resealed.
