Drive and sump repair

Driveway pavers are spongy to walk on, some are now loose and beginning to raise and crack. After heavy rain this whole common drive area floods. There is a sump drain but it does not seem to be able to clear the rain water. We need the sump to clear the rain water away which it isnt doing. Also, I think, will need to relay the driveway pavers. The flooding area is below the height of road and pavement.
