PAEROA - New garage build.

I need a garage built on my rental property. I aren't after anything too expensive as its a rental property and will soon be for sale. The size is roughly 6x4, single garage with small area for workshop. It will be located behind an existing carport. See photo. Tilt door, not automatic. Side door, and a couple of windows. Concrete pad. Connection to nearby stormwater drain I don't know the in's and out's with council so I presume it needs consents? I appreciate any quotes. Thanks Jeff
