Raised garden

Building a small concrete wall to retain a garden on top of exisiting concrete blocks. The estimated dimensions are 100/400mm by 3m and 2 times 100/400mm by 0.5m. I expect that building the small wall require drilling into the concrete blocks below to secure reinforcing. Please see picture with sketch attached.
