200mm hole through concrete wall

We would like to have the kitchen range hood fan extract to the outside and need a hole cut in the precast concrete wall for the vent. The job is second story. Access is good from inside and the range hood will be removed for the job. If it needs to be done from outside a scaffold or cherry picker will be needed. Of course prefer if it can be done from inside the home. Thanks
