Repair board under aluminium window frame

we have 4x ceiling to floor aluminium window frames, where the top half is window and the bottom half is wooden. Inside all the walls are swelling or bubbling, and outside the wood is rotten. Need some advice as to whether the can be replaced, or whether we should replace with a window. Previous experience with aluminium framing is preferred. We have lots of other odd jobs around our home that need doing so if you are a general handyman (or woman) then we might need you for further work (deck stairs, grouting tiles, fencing etc)
