Lightweight plaster repair

A building report has been done and 2 areas have been identified as having high moisture readings. They are also visible externally. One is where above a light fitting and someone has tried to plaster over the problem. The other is above a window where 2 planes meet. There was also evidence of moisture under the window I believe but it may be that it is tracking down from the area above. It looks like a crease and then you can see an area where it has swollen around it. ( where the 2 planes meet) I do not know what the repair would cost.
