Expert advice about a localised high moisture reading

Hi, We have had a building report from the house we are looking to buy. The house condition has come back above average, well maintained, however 1 window there are gaps between the vertical joinery flange and the cladding. Also on the inside below this window returned a high moisture reading. Makes sense with the gaps on the outside. House is Texture Ploystyrene cladding fixed to the framing, house built in 2002. We really need an expert on cladding and repairs ideally someone to inspect it and give us there opinion on it and potential repair. Cheers
