Cutting

I have a mat place under my pedestal table. It continues to wrinkle. If the mat was cut (see photo) circular it could be placed in the centre of the pedestal then the outer could be place on the outside of the pedestal. Not a big job. If this is not a job you are interested in could your please suggest the right tool for me to attempt. Sorry dont know how to send the photo. Will retry with my phone
