Replace decking carpet (or replace with decking timber)

Our deck has astroturf that has degraded from the sun over time and is now in tatters. I would like to replace this with marine carpet or something that is suitable for outdoor use. Another option would be to pull up the rubber barrier and plywood and re-do the deck with timber. Ideally the handrail and upright timber pieces can also be water blasted and re-stained too.
