Deck improvement

I believe our deck is non compliant and requires alteration to bring it up to standard. It is approximately 10 lineal metres long but the height of the balustrade? Is only 700mm high. The deck is more than 2 meters above our driveway. We would like to have another layer or two of timber added to increase the height of the sides.
