New deck and above pergola/enclosure

I am looking have a deck built at the back of my property, that comes off a set of double doors. The area is approximately 3m x 7m or 4m x 6m, and has no real obstacles to work around apart from a drainage/water pipe. There would also be need for some form of roofing and side-panelling over the deck, to allow for plastic windows to be rolled up/down to allow for a semi-enclosed area for winter months, and does not need to be attached to any pre-existing structure.
