Small backyard pine deck

I am looking for a small deck to be built off the living area at a property we are currently renovating. The deck will be approx. 3.5m deep and 4m high, sitting on top of existing concrete pad. The maximum height would be approx. 0.5m and we'd need one small step. We'd be looking to build with pine, and hoping to start the build in about 3 weeks. There is currently a heatpump unit we would need to either build around, or get raised so it would sit on top of the deck, I'm not sure what the best solution is there and hoped for advice. The spray paint on the photos show the rough area we would want the deck.
