Erect outside stairs and railings (already built)

Hello, I need the stairs from our deck to the ground erected. These were pulled down when we bought the house, as they were not code compliant, however the vendor left the stairs and railings on site for us to put up again once we had moved in (see pic). The old entrance to the stairs has been covered up, so needs to be opened again (see pic). The placement of the bottom of the stairs is still marked on the ground below by two concrete bolts (see pic).
