Building an attic storage space

I need some weatherproof storage space built in my attic space, with a drop-down ladder of the kind sold by Bunnings. My place is a 1910 2-storey wooden villa in Newtown. At present, through the (very) small manhole, I can see the attic space 'floor' joists are filled with pink batts. I need a low-budget, weatherproof storage space, with sufficient electric light and probably with some basic shelving . My timeframe is as soon as possible. You would need to view it to discuss options and budget with me, including how much of the attic we would use.
