Replacing insulation and sealing external wall

We would like the insulation replaced in the walls and ceiling replaced in two bedrooms and for an external wall facing a bank (under the house) to be finished/sealed. The two bedrooms are downstairs and against a bank so they are cold and damp. We suspect there may have been rodents living in the ceiling too as the external wall is not sealed at the ceiling level. The rooms are approx 4.5 x 3.5m with plasterboard internal walls. We would like to 'over insulate' with a high R value insulation. Looking for someone to 1. Remove plasterboard 2. Replace insulation 3. re do the walls 4. Seal up the external wall against the bank. We would also like advice on damp proofing, etc so there might be more work involved - would depend on budget though.
