Sealing crawl space under house to prevent cat access (12x vents)

We've moved into a new house and found a Mama cat and her kittens living underneath the house (we've taken them in and are in the process of finding them new homes). We'd really like to seal up the vents more securely (most have some mesh but it's damaged) so that our cat can't hang out under there and the strays in the neighbourhood can't get in anymore. There are 12 vent holes, one has some pipes coming through it and one is in a tricky spot under the deck, the rest are very accessible/simple.
