Builder to give instructions for building according code of compliance.

Hi there, I am looking for a builder to give me instructions to build my house following code of compliance. I am happy to pay for his hours he is spending time giving instructions. I am a handy man built and renovated many houses but I am not a certified builder. Please I need some one who is certified builder to sign off my work and give me instructions as well I am happy to pay for his time. Thanks
