Fencing and split house advice

Recently purchased house and looking to make some improvements over time. The house is a 5 bedroom, with a 3 bedroom house upstairs and a 2 bedroom unit downstairs. We'd like advice on how we can make the two more seperate and noise proof to make suitable to tenant out part of the house. There are covered stairs connecting the two levels currently. The second piece we'd like advice on is fencing around the perimeter of the property, this is a 800m2 plot with a close neighbour on one side and a driveway on the other. The current fence is different materials in parts, but mostly chicken wire type metal material. We'd like the fence to provide more privacy and security. We can be flexible on timings, but would like some advice on how to progress asap.
