Damp hole under house

I'm due to be having a vapour barrier fitted. On doing some DIY under my house I found this hole that can be seen in the video below.
Keen to get input on what it is, and cost to rectify. Hole is near an outer wall. Interior walls attached to it suffer with some damp.
