Rumpus renovation

We have a 1970s brick home. We have an existing downstairs rumpus room with 2 rooms . We want to add a toilet/shower and some general reno and convert to a living space i guess granny flat for my mother inlaw. This is our first home so we're not too sure about resource consent or building permits etc. Looking for this to be done asap. We have a budget of $35,000.00..thank you
