Converting office to flat

A separate office is build a few meters away from the main house and would like to convert it to a flat with maybe 2 bedrooms, a toilet and bath with a small space for a washing machine, and a small kitchenette. There are kits available but we need a quote and advise if it will be cheaper to build from scratch or use a kit and have a builder install it. We also need to have all the works consented.
