Joist in loft

Kitchen Rangehood Fan: Electrician went into the loft to cut out the circular vent, found that the joist was directly above the installation, said we need a builder. The photo below indicates where the hole was drilled, realised the joist above. Have no idea what this will cost, as suggested below. But will get quotes.
