Enclosing the patio

My house is brand new - I want to close in the patio - has a roof and ceiling already - about 13 square meters - need to build 2 walls with a window and a sliding door. I do not believe that I need building consent from the council with their new relaxations in place. The floor is also done - 100mm concrete - so it's really a matter of closing it up on 2 sides. I do need a qualified builder.
