Add deck to front of single storey house

I would like to add a deck to the front of my house – around 4 x 3 metres. The house is on level ground so the deck would be less than 1 metre off the ground. I would also like a new higher fence put on the front of the property and some planter boxes and steps. Currently the area where the deck will go has raised gardens and concrete so will probably need to be dug up. I can arrange this though if necessary.
