Turning Garage into bedrooms

I have a large garage underneath my house, we are currently looking for a builder to build 3 small bedrooms, staircase, hallway etc. Have contacted a builder 13 months ago about this and he had promised it would be done by July. It is still not done. So we are going somewhere else. We are looking for someone to complete the job in a reasonable fast time. The plans have been made and currently working with engineers.
