Mounting pad or bracket for HWC under house

I require a small concrete pad or stand for a new 180L hot water cylinder under my house. The existing cylinder is in the laundry above the red drip bucket. The pad or bracket would be about 600x600mm in the corner of the concrete blocks on dirt under the house. The concrete protrudes about 600mm from the main wall. The house is on a cross lease site so nothing that is a structural alteration is permitted. If a building consent is required please advise.
