Swollen cracked tile obstructing front door

Hello,
My place is an upstairs unit.
There is a cracked tile in the kitchen and when we get heavy rain it swell and makes the front door hard to open and close.
I would like a builder to come and fix it.
Ive attached a video that should help explain the problem.
