Subfloor access door requiring removal and restoration of blockwork

A sub floor access door has been installed in the exterior block work of my 1970's unit prior to 1992 and without a building permit. Require removal of the door and restoration of the block work, with a letter detailing the job to be submitted to council. Time frame - need to have this complete by 20 Jan 2020
