Mortar grind out and fill

My small laundry pictured has started leaking through the mortar. We had this problem after the earthquakes and some was repaired but now it looks as though the other side is in need of repair also. I think what was done last time was the mortar ground out and refilled so am guessing the same on this side and down the bottom needs to be done again also. So just some work to the wall and around the bottom to make it weather tight again.
