Home renovation

We are looking to do some renovation work on a 1989 built single story living, 100 sqm house. We have a pdf of plans from the council as a starting point and hoping these can be entered into some CAD software to begin with. We need to get some drawings ready for council permits etc. There are basically 2 parts needing council approval (1- a door becoming a ranch slider in the living room & 2- a new entry/hall/3rd bedroom out of an existing garage conversion). We are also looking to get some new wardrobe storage & taking down the wall between the bathroom & toilet so would like a full set of floor plans to include these too. The plans would be used both for the council and builder. Please can you let me know if you are able to do these and, if so, what the cost would be and the timescale? Obviously we can't start the permitted work without the relevant consents.
