Alter a double garage into two rooms

My plan is to disconnect the first floor and ground floor into a separate unit and alter a double garage into two rooms. I have drawn a plan (see attachments) and seek advice from the City Council. The Council recommended that I consult a suitably qualified person to complete the drawings. This person will be able to provide the technical information required to enable an assessment to be carried out against the building code of the proposed building work.
