site plan building consent

i need a building consent completed for an already built self contained unit to go on my concrete garage block. apparently i need an architect to do this application right. i need site plans to services and maybe other things. I'm not sure. Really want to get the application in early. I've attached pics of home where garage is which will be removed and the unit. the home pics don't show the plumbing lines from house to main lines. heres the unit 1,2,3 bedroom expandable Homes from $45,000 | Trade Me --- / ---
