Self Contained Apartment

We live in Chatswood. There is currently a room under our house that is used as storage. It has electricity but is not plumbed or insulated. We would like to renovate and extend this room to create a self-contained unit with bathroom, kitchenette, living and bedroom space, essentially doubling the area to approx 25 - 30m total. Access to the room is via a deck which also needs consideration and renovation. We would like an architect to provide a creative and modern, private solution, as well as to navigate the council. We would also like recommendations for project management and builder for completion. I've uploaded the plans and highlighted where the room (under the house) is. Our house is a pole house - so there is a lot of space under the house
