Draftsman needed for new bathroom

I need a draftsman who can draw up council acceptable plans for a 2nd bathroom to be installed downstairs, talked to plumber who reckons it should be possible to hook into the top bathrooms drainage, sewage runs through the back of section, we have already purchased shower, vanity and laundry tub.
