Gaming room + kitchenette

I am in the process of buying a new house at 38 broadhurst road, flatbush. I have attached the plans for the house. i am looking for your advise on a couple of items including a quote for designing the gaming room and external kitchen I would appreciate it if you can get back to me on the questions below at your earliest and provide the quote later. Gaming room (7x 5.5m or bigger if possible) There is a stormwater retention/rain water tank where I am looking to build this. Can I do that? Given the size of the room will i be able to get consent (mainly with height to boundary and land area coverage wise) Can I build over the waste water line? Kitchenette I am looking to put a kitchenette as shown in the layout, will i be able to get consent for this. Garden shed over WW cesspit I am looking to put a garden shed over the waste water cesspit. Is this allowed? Quote for designing (including consenting) gaming room and kitchenette Appreciate if you could quote me for designing and submitting BC for the gaming room and kitchenette
