Two decks and retaining wall

We will replace two existing decks and plans for building consent. One will be partially build on a also new retaining wall and will have a new clear roof. We would like to use the deck structure to strengthen the two-story part of the house. The other deck is high and large, and we would like to excavate underneath to use it as carport. We appreciate some feedback on the ideas we have and discussion of what's practical and/or likely to age well.
