House design and council consent

We are owner-builders looking for a qualified person to take our design ideas for a 180m2-ish rectangle house in a very high wind zone and get these through Christchurch City Council building consent stage. While we would appreciate the input of an architect, we are very practical people who find things like very high ceilings nice to look at but hard to clean, and complicated rooflines interesting but expensive and prone to leaks. The winds here are positively cyclonic so the structural integrity is very important. We can provide some rough drawings on request.
